The 9th District of London is called Turkish Delight. There are 8 jobs with 4 levels of mastery and 2 Bonus Jobs. The district is rather disappointing as there are no ratios better than those of District 8 and the loot isn't very helpful. They might as well call this one a Secret District because I don't foresee too many players going back once it's mastered.
The images and captions for jobs 1-8 are shown in order below. The images and jobs follow a story line. It looks like this one is about a guy who owns a Kabob Shop and sets up a drug operation. He is betrayed and kills those who did him wrong. He then sets his Kabob Shop on fire and collects the insurance money. With that he opens more Kabob Shops but ends up being marked for assassination.

There are two consumables items that can be made in District 9. Bellows can be farmed by doing job #3 and they are required for jobs #5 and #7. To fully master the district it will require 180 Bellows. The only way to get them is to do the 3rd job so it’s important to farm enough of them on the Bronze Level. You will need less if you use your Crew Bonuses, Mastery Boosts and Job Help requests strategically.
The Light Wax is required for the 2 Bonus Jobs that randomly appear. They can be farmed by doing job #8. Each Bonus Job requires 1 consumable item per click.
The equipment items, cost and number needed for District 9 are shown below. The cost listed assumes you own a Ruby Level Abelha Helicopter from Brazil which decreases the price. None of the items from previous districts are needed. If you are short on Pounds, you can sell the items you no longer need for 50% of what you paid. The total cost of all the items needed to do jobs in District 9 is £561,600.
